Replaced weak vane pump with a rebuilt piston pump. Installed new o-ring and back up ring on lift piston. Lift holds 451 New Holland mower with engine off very well. When you raise the lift while mowing and hit a rough spot in the field, lift starts bouncing and only stops when you raise it all the way up or lower to the ground. Control lever is set in the up position which I thought was position control. When lift is bouncing I noticed the tractor spring connecting top link is flexing with the bounce. Thanks for any suggestions.

I may be off base, but is a NH 451 mower a sickle mower?

The reason I ask is I have the same problem with my JD #9 sickle mower. The problem appears to have little to do with the tractor hydraulics and a lot more to do with the mower spring tension.

Also, I find the problem is less pronounced if I lower engine speed while the mower is elevated. This problem only occurs when my sickle blade is extended out in cutting position, not when it's folded up in transport position.

Yes, the NH 451 is a sickle mower. Like you said the problem is only when the blade is in the cutting position and not when folded in the transport position. I set all the adjustments and tensions on the mower per the NH451 owners manual. I have used the same mower on other tractors with no problems.

While I am not real good at the hyd on these old ones I have been reading a lot to try and repair my 861 hyd's.

I have seen some people post that up was position control and pointed forward was draft. Well I got my service manual out a read that pointed forward is position control and down was draft. Up is nothing. I had a time getting mine into draft since my lever was scraping side of case but once I started using the correct position mine works much better now.

Try this and see if it helps.

On the 860 for position control the handle under the seat must be in the horizontal position.
