H mystery seal

Can someone explain the purpose of the governor throttle shaft oil seal, item #60 in the H and SH governor diagrams in the parts books (362201R91).
I've disassembled 3 SH's in the last year and have yet to find this seal and can't picture what it should seal. The end of the shaft has the key welded to it.??

It goes in the throttle tube just behind the bushing in forward end. Drive pin is removed from linkage arm and arm is removed from throttle shaft, then shaft slides out rear of throttle tube. Think seal was added to keep moisture in throtttle tube from flowing into governor housing. Your looking at a later parts book, unless the # on your throttle tube ends in R2 it didn't come with the seal. In other words not all SH used the seal.

I see, it is the illustration that threw me off since it shows the seal at the carb. end of the tube.
