Ok i have a Farmall H Lp and it is semi stuck, basically i dont know if everything is free. so what my ? is that since the starter doesn"t work can i hook up another tractor to the PTO and see if everything is free. i know that it sounds bad but i am running out of options and i just want to know if the gears and the pistons, everything! are free. but will that work?? thanks Zach

The manifolds should work just fine.
If all you have is an M tank, go buy an H tank. They should be plentiful, inexpensive, and easy to find at a tractor salvage yard, on Ebay, in a fellow tractor collector's back yard, etc.. There were over 300,000 Hs after all.

No the PTO is not a good option. What you might try is jacking up one wheel put the transmission in high gear (5th) and try rocking the wheel.

If you managed to back another tractor up to the H, hooked PTO to PTO and managed to get the engine to turn it will be turning backwards. No oil pressure.

Why not see if it is stuck with the hand crank? Turning it by the PTO does not sound like a good idea at all. If the motor was stuck and you turned it, it could easily break something in the engine or transmission. If it is stuck and won't turn with a crank, soak the cylinders in PB Blaster for a while and see if it will loosen up.
