Blow by is the term used for air that gets past the rings during the compression stroke.

Excessive blow by means it's time for a rebuild. Personally, I don't call it excessive until it leaves a puddle of oil under the breather in just a couple of minutes...

Not sure what size it would pull. Blow by is the air that comes out of your crank case breather, excess amount means that the compression from your cylinders are leaking by the piston rings causing it to blow. Normal blow by is if it is blowing a little bit of steam....i would say it would blow it down about 2-3 inches when idealing i think. Be interesting to see what other people think, never seen what a fresh engine does.

IH had a tool to measure blowby. It consisted of a tube with a small hole in the bottom and a hose nipple out the side where a pressure gauge could be attached. It was attached to the bottom of the the crankcase vent tube. With the engine running at full load at rated speed you read the gauge and compared the reading to the specs for the engine you were testing.
