Re 484 lifting higher than 584,684..the answer is in the placement of the lift yokes on the lower lift links. On the 484 the lift yokes are connected at the mid point of the lift links.
The larger 584,684,784,884, cat II/III 3pt lift links the lift yoke is connected closer to the implement end of the lift link therefore reducing the drop and height lift of the lift arms. IH did this to increase the 3pt lift capacity of the 584 and larger tractors because all the other components of the 3pt system are the same.

What about when they are turned over? They can be switched from category 1 to cat 2 by swapping ends. I never payed any attention to it, but do switch the ones on the 484 from time to time. I will take notice of it when I am over there the next time.

Not sure if you have the same set-up as a 574, but years ago on mine the 3 pt. started lifting less & less. The problem was inside the main case, there's a threaded clevis attached to the lift linkage, the lock nut on mine must have not been tight enough & it was slowly backing itself out. I spent hours taking the thing apart, fenders, tank, lines, etc. the top cover weighs a lot. Parts & labor on this job - 0.00. Measure your lift arms, see what they are. There are places that sell used parts, about half the price of new.

These lifts do not lift as high as some others. By it being a state tractor does it by chance have little tires and wheels on it. It needs at least the 30 inch wheels and tires that the ag tractors came with. The only other thing is to screw the yokes up as far as they will go. Between my dad and I we have a 484,584,684 and 685. The 484 will lift higher than the others for some reason. The 484 has 28 inch wheels and the others have 30's on them. With a 3 bottom plow adjusted to plow properly they barely raise the furrow wheel off the ground. My 666 and 444 both lift higher than any of the others. You may be able to move the lift arms attached to the rockshaft a tooth or two and help this. I have never tried and don't know if it is splined so this would work or not. Let us know what you find out.

yes he said it had little tires so that might be something to think about. I have a TE 20 ferguson that was a state tractor but it had biger then norm. tires. I just came in from brushhoging a field that was almost let go to long. and after 8 hours in the saddle I guess I was too tired to think. I was still trying to pick the leaves and briers out of my ears. I got some good advise with all the replies thanks to all and ill be glade for all the advice I can get
