Don't forget to unbolt the drawbar.

I'm going on that you are removing drop housing that has the extension tube on it (just below the seat).
When I removed mine it was during a total disassembly of the tractor for restoration (still ongoing). I found that the extension tube and the drop housing were pretty much stuck together after being together for 50+ years. It took me some time with judicious tapping evenly all around. Be careful as these are cast pieces and banging away at them can break them. Also, the pin that holds the brake end together may have rusted tight and is causing you your difficulties.

On another note, you may not be doing this, I had some difficulties removing the brake drum as it machining tolerance was tighter than spec'd. Had to make a special puller to remove it. You'll need to remove it if you are going to replace any failed seals.

Good luck.
