Try putting it reverse and backing up. Don't use the brakes to stop...let it roll to a stop while pulling up on the lever.
Dad had one of these tractors...it hug up most everytime we used it.

I think it is compression spring loaded internal to the differential. A ramp on the foot lever depresses an actuator rod that runs thru the side of the tractor case thru to the differential. That rod or the foot lever itself can get dry, sticky, rusted, whatever so the rod wont retract or the foot lever won't release when you take your foot off it. Pressing brakes won't release diff lock. Taking foot off diff lock releases it. I would remove the fool lever, clean things up, inspect the rod, attempt to depress the rod manually, it is rather stiff. I think there is an internal retaining clip that retains the rod. If you can depress the rod and remove the retainer the rod may withdraw. It is rather stiff if I recall correctly, no guarantees recall is exact or correct in any respect as it has been a while and this is written a little like tractorvet. Sorry to report if the problem is internal to the diff it's a long way going in.
