Must the u-bolts for a Super C fender go through the flat spots on the axle, or can they be slid in/or out to any position?

The location of fenders on the axle is up to the owner. Many times it is convienient to place them at the obvious spots, but offset plates, extensions, and shims have been a regular feature of fender mounts. If they look tidy, are strong enough to provide the safety intended, and provide the look, or clearance you need, go for it. If you want to be original for the """Originality Police""" then I'd stick with the flats, but I don't know for sure if that is perfection, I've just seen them that way.
