I have an m that while it is running the water temperture will fluctuate from 130 to 180 degrees. while it does that the radiator will expand and contract and the coolant level will also go up and down. the tractor has a 180 degree thermostat. the block was full of rust and i have ran and emptied the cooling system about 10 times, but could the radiator still be plugged?

Yes, the radiator could still be plugged. That stuff sets like stone and sticks to the radiator tubes like glue. You can flush until you're blue in the face and it won't come out.

Mine did that. As long as that temp don't go over 180 its ok. Mine had a leak in the top seam and I fixed it then it would boil over from to much air in system. So I just filled it to the top of the coils and left the cap on loose. Never had any more trouble after that.
