With tractor engine off, remove adj. screw cover, loosen locknuts and turn screws out about 3 - 4 turns. About half way between the slots that the pto lever latches in is a punch mark, there's also a punch mark on the pawl on lever. These marks are somewhat hard to see on a Utility tractor. When the marks are aligned the pto should turn freely with a rod or punch placed in the 5/16 hole in pto shaft. Now, turn the adj. screws in until they are reasonably tight and lock the nuts. Move the lever up and down all the way several times. Back the adj. screws one turn & lock the nuts. Pto shaft should now turn freely when the punch marks are in line and at no other position. If pto is still tight, then back adj. screws out 1/2 turn and recheck. Sometimes due to wear in the pto lever and linkage, etc., lining up marks will not work. In this case I usually have another person slowly move lever until the pto turns free, this would be the same as using punch marks. Or you can replace the bushings in pto lever at mounting point, etc.
