I had an H with a ticking noise in the governor. The weight pins and the pin bosses in the weights were worn enough to let the weights hit the cover plate on the governor. I drilled the weights out a size bigger and put in new oversized pins which I spot welded in place. It worked fine.

The governor is oiled intermittently from the engine, sort of a splash system, so engine oil pressure would not really apply here. There is a bearing in the gov which could be failing. About the only other thing that could create a ticking noise would be the gears that drive it, possibly a chipped or broken tooth on either the drive gear or the driven gear. Could also be something as simple as a misplaced cotter pin. The only way you will know for sure is to remove the cover and take a peek inside. You may need to remove the whole thing from the engine and take it apart. On the other hand, if the ticking isn't real loud, maybe just live with it?

I hear you, don't let the gov. intimidate you, they are really pretty simple, even if all you do is take it apart to have a look, you should be able to put it back together and install on the tractor with no problems.
