Before tearing the engine down on my "41 H I took a compression test and had 100 psi on all cylinders ,I then removed the head and discovered it had the power kit already installed with the domed pistons and 3 7/16" sleeves. The valves look like crud. Do I need to replace the rings along with a valve job or is this compression normal for the power kit?

Put in new rings if you intend to keep it.

Check the compression with a little oil in the cylinders. If it does not come up any, the rings could be good. On the other hand, if you have it all apart, why not put a set of rings in it?

When I put the domed pistons in my H I measured all the pieces and calculated a C.R. of about 6.5:1, so about 100 psi sounds right to me, but I have not actually checked.

It runs a lot better than it used to.
