I have a small problem that I hope you guys can help me think through. I just rebuilt my carb. Now I have a governor problem and need some help. First when you remove the throttle rod ( that connects to the backside of the carb) and adjust the speed change lever, both arms accuate--rockshaft arm and the speed change lever. When you connect the throttle rod to the rockshaft arm, it idles high and I cannot seem to affect the idle speed. I have almost bottomed out the surge spring adjustment screw and the speed adjusting screw and nothing changes, it idles high. Any suggestions? (Other than call a mechanic..)

A small vacuum leak can cause a high idle.

Try lengthening or shortening the linkage rod to the carburetor... whichever will move the carburetor shaft more towards the idle position.

I shortened it as short as I can and it still idles high. Is the spring inside broke? Any suggestions on troubleshooting before I have to pull the governor?

If the spring is broken, you would loose speeds above idle, NOT idle.

Before you remove the governor (unless you've already got a by-the-book timing plan), rotate the engine until the distributor drive slot is vertical (or horizontal, if you prefer), and note it's position. DO NOT rotate the engine with the governor removed, and then when you go back to instll it, be sure the slot is in the previous orientation.

Just curious...could it be in the carb? Is it possible the springs on the speed change lever arm (running from the seat to the governor)are too soft?

When you manually rotate the throttle lever on the carb towards idle, does it slow down? If it does, that should rule out the carburetor.

Cenrifugal force acts on the weights in the governor, causing them to move outward, against the pull from the governor spring. The levers on the weights act on the sleeve and thrust bearing in the governor, which acts on the fork in the governor. I SUSPECT you'll find the problem in the weight, thrust bearing, and fork area.
