When I first crank the tractor it smokes. Kinda clears after a little while. Will clear almost completely if there is a load such as disking. Is it valve seats, rings, ect. what do you think. Thanks

With a fixed jet for the main fuel setting, make sure any air passages in the carb are clean. Be sure to check the air cleaner and related piping for cleanliness.
The float setting is critical, also. Too high will give a rich mixture and black smoke.
How are the rings & valve guides? Too much wear and the oil consumption will cause blue colored smoke.

Gary, When I rebuilt the engine in my C, the shop that I sent the head to didn't put new valves and guides in it.....said that they were OK but were a little worn and that if I should ever overhaul the engine again, that I should put new guides and valves in then.
When I first fire the engine up , I get smoke for a little while, but then it clears and no more smoke.
The pistons, rings and sleeves are all new so I guess the valves and guides are the cause of the smoke at start up.
