Bob M, turns out the generator is weak. No improvement above 7.5 volts when grounding the field terminal. Also, no ammeter above 0 when jumping together the GEN and BAT. So in the shop it goes. Thanks for posting the test methods, especially the tip about the voltage of 7.5 not being sufficient to activate the regulator.

Red Raider - Pleased to hear you isolated the problem! However before you cart the generator off to the shop suggest you pop off the dust band and have a peek inside at the commutator/brushes. Could be the problem's simply worn brushes or a stuck brush holder. You might be able to repair it yourself for just a few $. ...Bob M

Cleaned the commutator with 220 sandpaper and also replaced the brushes, but no change in output. Even the brush springs were checked for binding, no problem there, probably someting internal.

The shop sends the generators and starters back looking and working great. I think the last overhaul of a 450 12 volt starter was only $65, so their prices are pretty good.
