What are the torque specs for the lugs that clamp the hub to the rim?

Neil: I'd go with Gordon's cheater bar, then follow riverbend's advice on checking after you've used the tractor for awhile. The double check is important, both at axles and between hub and rim.

I'd use a 3/4 bar with a 2 foot cheater and LEAN on it. Use a 3 foot cheater for the axle bolts. I also buy new bolts, washers and nuts for this. Put them on after paint.

1)Tighten them as much as you can using a box end wrench without a cheater bar. 2)Use the tractor for a while and repeat step #1. 3) Repeat step #2 several times.

My manual does not show a specific torque value. Make sure you are using grade 5 or 8 bolts that are not too long.
