The starting tank on an M is plumbed into the fuel strainer under the main tank. If you have the original strainer there is probably a plug in the fitting where the line originally went. The line was metal and had a cutoff on the starting tank.

The sediment bowl was origianlly on the small tank.A cutoff was on the main tank and the pipe went into the sediment bowl from the main tank, opened when using the main tank and the sediment bowl valve was turned off. From the bowl it went over to the carb through a hole in the front tank support. It was moved at some point, why is not known, but I think it had something to d owith the belt pulley like the belt jumping off and taking out the sediment bowl.I have seen a couple that look like that may have happened.
