Sometimes just "blowing out" the carb. isn't good enough, the small ports, orifices, etc. need to be cleaned with something like a torch tip cleaner & carb. cleaner fluid. Doesn't take but a tiny piece of junk lodged in there to mess it up.

Did you clean the inlet screen behind the inlet fitting? It could be plugged with rust or dirt.
If you have an inline fuel filter I would remove it since this is gravity fed. Did you check the flow to the carburetor? Loosen the gas line at the carburetor to make sure you have a good flow there. Hold a clean container under the line to catch the gas. You need to make sure the intake manifold is tight too. Open that main jet adjusting screw at the bottom of the carburetor,
this will enrich the fuel mixture. Hal

Not familiar with H, but does the carb have a bowl drain ? If so pull it and make sure plenty of gas keeps coming out.
If so then something si still wrong with the carb or you have an intake manifold gasket sucking air ?

Assuming of course the engine is in reasonable shape. rings, valves, timing, etc...
