Block cracks fixed with screws?

I have an old block for my WD that was to my knowledge completely repaired. It was cracked as usual between the cylinders, top and bottom. The guy worked in a machine shop so he fixed it with "screws". Are these tapered plugs or what? I've heard they put them in overlapping each other. The block was never put back together so I don't know if it is sealed or not. Is this a normal and acceptable way to fix these cracks at both the top and bottom of the liners? Should I go ahead and use it?

So I assume this would be an acceptable repair for the lower web between the cylinders on my block?

An old friend repaired dozens of heads and blocks with this method. The (screws) were of a cast metal, and are tapered to lock down into the threads. I think he usually put them in dry, then ground them down to the surface height. The head on my JD A is repaired this way. I know he did this for over 20 years.
