50 wd all overhuled , new manifold and a stx 464 carb.No vacume leaks had carb apart 5 times and nothing is pluged.It has a hesation or stumbel off idle and has a miss like a flutter till you put the power to it then it runs strong on all 4.Good flow of gas and everything is cleaned or new in the fuel system.Give me so things to try.Thanks mark

even tho its been overhauled i'd run a compression check to make sure all cyl have equal pressure...could be some rings havent seated yet or maybe a valve is a tad too tight

Does your tractor have a distributor replacing the original magneto? This sounds like a loose shaft which is causing irregular point dwell. Take off the cap and dust cover, wiggle the shaft to see if there is play in the shaft bearing. Or if you have a dwell meter, just hook it up and watch the needle to see if it holds steady, or varies greatly when you rev up.
