Take it to a radiator shop, They can boil it out and repair the holes.

Well you didn't say what you are trying to repair on the tank. If it is a few small dents and some rust inside I would fill the dents, and coat the inside with one of the coatings made for that.

Best and safest way is to replace the tank with a good one. By the way I have one from a WD parts tractor I'd sell.
