930 Diesel - Bleeding the fuel system

Well first off I broke a cardinal rule a ran out of diesel with my 930. Now I have to go through the fuel bleeding process..which I've never done before. Operator's manual says this is the sequence. 1. Full tank with fuel valve open, 2. open bleed screw on 1st stage filter (until fuel runs clear then close, 3. open bypass valve (top of 2nd stage filter), 4. open bleed screw on 2nd stage filter, 5. open bleed screw on final filter, 6. close bypass valve. Well here's the deal, the manual shows the bleed screw at the top of the final filter, the filter I have has two bleed screws one on top and bottom. When I opened the top screw the fuel never bled out, but it did with the bottom. I don't believe the final filter is dirty because the fuel pressure was good and the first and second stage filters bled very quickly with a good clear stream. My question does the final filter have to bleed though the top screw to complete the bleeding process...or does it take a while for the fuel to get up to the top?
