This is a Delco Remy distributor and the plate you refer where the points attach is fixed with screws to the outside housing. The advance is handled only by that inner mechanism with two little springs and that is free and seems to be moving fine. The distributor drive gear is badly worn and I have another with which to replace it. Possibly that's throwing things out of whack. Will replace it and try again. I do have a dwell meter, but have never used it. Thanks for your comments.
