The plug was on the left side of the PTO housing on the older style tractors. The late 30 and 70 series had the plug/hole on the top as depicted in the picture below.
To tighten the clutch, turn the pto shaft counter clockwise. One or two clicks is probably enough. The lever should take 50-65 lbs to "snap" into the engaged position.
