Doug is right on the money. Grabbing just any old turbo is not gonna get you where you want to be. Matching a turbo involves a lot of math and formulas to get you in the ballpark. The size compressor needed is determined by the rpm range and the desired boost pressure, the exhaust housing can then be changed to tailor the boost to the rpm range desired. Matching is a science.
Back in the day we had a turbo DC that would pull 3rd gear with orchard sprockets at very high rpm with a specially designed turbo for the engine and rpm range we wanted to run. It is fun to learn, I hope you follow thru.
Doug is right on the design , suck thru the carb, the HP ( boost pressure)can be limited by sizing the carb to restrict intake volume. Blowing thru the carb requires a system to increase fuel pressure as boost comes up as when boost is equal to the fuel pressure from the tank, gas ceases to flow.
A more complex system would use a waste gate to dump exhaust around the turbo when desired boost is reached.
