For the head, tighten the 1/2" studs to 70 foot pounds, while the 3/8" studs are to be tightened to 25 foot pounds. This is from the I&T shop manual. Couldn't find any recommendations in that book concerning the rocker arm bolts or manifold nuts. I guess in that case you tighten just enough to make it secure without twisting anything off! (Couldn't help being a smart alec just a little.)
