Don't get mixed up between wet and dry sleeves. Dry sleeves are the ones you would put in a freezer to shrink and then expand after they seek the same temp as the block. This will keep them from moving in place. This is a wet sleeve engine and the land at the bottom is not designed to take the pressure of a sleeve larger than the diameter of the sealing area of the bottom land. The sealing is designed to use two "O" rings in this area. The instructions from Allis Chalmers is as I stated above. The sleeve is to slide down in place and be able to turn by hand with out hanging up without "O" rings. If you do not have the proper clearance and freeze the sleeves, when they expand out to size, you could possibly crack the bottom land and need a different block.
