I think to get enough belt tension for the hydraulic pump you would be putting too much load on the water pump bearings. For my power steering project I am going to mount my alternator above the water pump, mount a Ford power steering pump with its integral reservoir at the old generator mounting area, and of course use a dual groove crankshaft belt pulley. One groove of the belt pulley drives the water pump and the other drives the alternator and power steering pump. I chose this arrangement because the alternator never needs to be looked at and the power steering pump fluid level does need to be checked from time to time. Also with the pump reservoir located at the old generator mount area it gets plenty of cooling air flow from the fan. Power steering fluid temperature should not exceed around 180-190 degrees. Another guy posted a message about mounting a hydraulic pump onto the engine front support angle underneath the engine. This woud be a good hard point to mount a hydraulic pump also.
