Traction Booster /WD? Also est. price of a used WD from a dealer.

Sounding dumb and not knowing a thing about Allis Chalmers WD's ,but what is a traction booster on a WD? Because the WD I'm looking at has one of these. Also I was wondering, what is a common base line price for one of these tractors? The dealer's asking $2000. The condition is alright. He says it starts up easy, and runs good. But the dealer always says that. Tin is good, tires are fair, traction booster is disconnected, engine leaks oil, hydraulic pump leaks, block heater, no fenders, no belt pulley, hydraulic steering. I would like to get an idea of what price to start jewing with. Any reply would be great.thanks!
