The way I remember it, when the linkage is properly adjusted, the pedal is near the bottom of travel when pressure to clutch is at zero. The last 1/2 in or so of pedal travel will engage the brake, which has an extra bit of spring tension that can be felt when you reach that point. Object was to allow the operator to push the pedal down, release the clutch and stop the tractor without engaging the transmission brake. The brake is only about a 4" disc, intended to stop the shafts and gears by overcoming the drag of the wet clutch plates in the power director. It was never meant to stop the tractor while still rolling. If the brake has been abused by past operators unaware of the process, it's hard to say at this point if your problem is adjustment or a worn out brake disc.
