H3 is the same as a D-14 engine? anyways my AC Model D motorgrader (same engine as the D-17) all of a sudden (a few winters ago while plowing snow) rpms started racing or it would shut off. The fellows here told me it was the weights in my Govenor that blew apart. So I took the dist/gov assembly apart and yes the weights were totally disinegrated in lots of pieces. Had to find correct weights (the ones from a gleener E engine dont work) had to pull the engine, oil pan, and front timing cover to check the gears (yes they were broken too). So I replaced the timing gear, and the weights, new oil and gaskets and yahoo the problem was solved. Possible this is the same problem.
