I have a allis wc tractor it has set for a long time inside a barn. it has been kept dry. I'm getting ready to sell it, but when the motor is started it goes into a runaway condition. I need an opinion on what is causing the problem. 1. I have checked the throttle linkage and it is correct. 2. The motor has not been started in a long time 3. I'm suspecting the governor may be hung up from non use. 4. I have owned the tractor for better that 10 yrs. 5. When I bought the tractor it ran ok 6. This tractor has a distributor instead of a mag.
