Having had an H3 bucket machine like you're describing I'd say it would do the job just fine for you. If the undercarriage is reasonably good it can do your work for some time without having to cost you big money. The H3 is mainly a D14/D15 farm tractor with loader but on tracks instead of tires. The traction is awesome unless you're on ice you could put the bucket down with no stopping....the snow just moves off to the sides. For pushing snow you could attach a wider bucket or fit a wide blade on it.
