The SC DOT offices used to have terrible wait times and the occasional psychotic employee. The last governor(the one with the Argentina girlfriend) had a heart to heart talk with the DOT and they did a little simple reorganizing in the offices and wait times are much better. Hope the new governor dosen't let them backslide.
The best thing they did was to put an employee at the door to see if your paperwork was in order. If so, you are given a number and wait to be called, if not you leave and make corrections. Works much better and couldn't have cost anything and probably saved money.
