somethings not right here, the only paystar i know of is a 5000 series ih, if thats the truck it should have air brakes, any air failure should cause the spring brakes to lock the wheels,preventing a runaway, unless someone did some swapping but then the truck would have no parking brake,are you saying the truck will roll without air pressure in the reserve tanks? or will it not move once aired up? if thats the problem, after 5 years the shoes are probably rusted to the drums from sitting, in which case you need to block several of the wheels with something big, air up the truck push the park valve in, then take a bfh and pound the drums to shock the brake shoes loose, really need more specific info here there are other things that could be malfunctioning from the d-2 governor not working correctly to a diverter valve being plugged up or blown and dumping all the air, to the reserve tanks being full of water if they wernt drained dailey [ if the truck doesnt have a air dryer on it ] see if you can get more info
