Why do towns set up speed traps and ticket people doing 45 in a 40 MPH zone -- saving lives? protecting the public? I can name at least three red lights in a local town that have been deliberately positioned where they are not needed, not expected and hard to see, the lights being put where they are have created an actual hazard,pure revenue enhancement.
