Not trying to be a smart-alec or cause any controversy here, but I think the key word in your post is "we". If "you" or anyone else wants to produce his own energy, I'd say go for it. But if "we" includes "me" encouraging something I have no interest in, count "me" out.
The government has no business being in the power generation business. Let private enterprise mine the coal, drill for oil, build the hydro-electric dams, and if they want to develop other forms of energy, let them. That's why we have power companies.
At least, that's the way I see it.
