Virtual memory is what Windows "thinks" it has to operate in. Virtual memory is a combination of the fast RAM (chip memory) and the swap file on the hard drive.
Normally, Windows just works in RAM unless it needs to "spill over" onto the much slower hard drive memory.
In practice, if you are getting that error, though, it usually means you have a "memory leak" in that some program is allocating work memory and then not properly releasing it when finished.
If you are using Windows XP and as long as you have at least 256-512Mb RAM, it is almost certainly a poorly written or damaged application that is really causing the trouble.
