EFB, I believe your describing a �Speedy Sleeve�. You should be able to get one at any good auto parts store. Take the hub and let them measure for the size you need.
In my experience, a good machine shop can cut down the hub and install a stainless steel bushing (of the original hub size) and be less expensive that the Speedy Sleeve and the Speedy Sleeve Installation tool.
If you do a web search, you may find a reproduction pulley for less money than either of the first two options.
