I know next to nothing about those Holley tractor carbs, but I suspect they are made of aluminum, and aluminum is prone to warping, and if that is the case you would be better off to buy a new Zenith or maybe a Marvel-Schebler if one is available for your tractor. Incidently, Tisco is a supplier that sells both Zenith and MS carbs. They do not make carbs, so there is no Tisco brand carburetor.
Having said that, before you toss that Holley, give it one more shot, and this time clean the needle valve AND seat with spray carb cleaner, blow them dry, and then give each a quick spray of aerosol silicon lube, let it dry, and then assemble the carb. Make double sure the float height is correct, the float is not full of gas, and the float is not hanging up or dragging on anything.
