higher for road use as you can run on the center and get better ground speed.. in the field you air them so the tread stays flat on the ground all the way across the width. this can be as low as 8 lbs on some tractors and as high as 18 on others pending on tire size and weight of tractor. I would never never never exceed 20 lbs on most tractors. I have a few weighted down at 18000 lbs that needed a lot of air.. but that was still below 30 lbs... and that was very few at that.. most run around 12 lbs. Set the air pressure on hard ground or concrete so you can see when the tread tries to pick up and then back it off so the tread is perfectly flat.
