I am only offering an opinion and they are like AHs, everyone has one. We have done what I refered to as trowel and strike, on some foundations. Basically we applied a 1/8" plus coat of modified mortar over the scratch coat, very randomly with a trowel. after it set a bit we hit it again, just knocking down the high spots a bit. It gave a bit of a rustic old world look to it.
