The road is on a right of way ( not private property) owned by a municipality of some type. According to most state laws bicycles are legal forms of transportation and are allowed the same rights and require some degree of responsibility-when being operated on a public road. Tractors utilize off road diesel that has not been assesed tax dollars. Tractors and heavy equipemnt will cause more damage to public roads-lets seperate fact/laws from opinion this coming from a man who owns and uses both on public roads
