Last summer my wife and I stayed at the 'Drury Plaza Hotel by the Arch' which is about 2 blocks from Busch Stadium and about the same to the Arch. It was a great place to stay and I think the room was about $90. It made going to the game super easy since you could just walk there. I think it is plenty safe right there.
I use to live in IL about 60 miles from STL. If you do end up getting a hotel on the IL side you can do what a lot of my friends from there do, they always park on the IL side of the river at one of the metro 'park and ride' lots and just take the metro to the game. There is a stop right next to the stadium. It is super easy and you don't have to worry about parking or the traffic.
