Here is something else to take note on; only in heavily populated areas will you see those who are begging for "someone to help them". Their answer in being self sufficient is to blame, loot, rape, and create chaos during emergencies. In general, those who live in large populations are already dependent on government, and the utility companies. And with all those people around them in the metropolis, few will help. Again, remember Katrina?
It's funny, but I have never heard of something like this going down in an Amish community! The Amish, and Mormons got this part of living down perfectly.
