Many of the older trucks (mid 1980s and older) had a 24 volt starter on them. I don"t mean a 24 volt system. The starter was the only thing that saw 24 volts. The starter solenoid had two terminals side by side. One positive cable ran from each battery. These solenoids would stick in when they where cranked with low voltage. Like the others have stated charge the batteries up. The hook up your cables and hit the starter with a hammer it should stop. If not then you are going to have to remove the starter and replace the solenoid. It is a sucky job on those older engine too.
