Actually, that sounds a little like a "sleep mode" thing.
Under those circumstances, you might try uninstalling both hardware and software for the modem to see if that goes away.
There are a lot of variables involved in removing the modem (Which operating system, hardware or software modem, integrated on the motherboard or separate card, whether or not it uses proprietary drivers) so I won't try to walk you through it here.
