There are many small Commercial Hydro plants operating in NY. However residential hydro is not allowed to net meter in NY like wind and PV are. There is a bill sponsored now to change this, but it has not been acted on yet. As stated if you have a system capable of producing comercial electricity, 250K or more the paperwork and enviromental restrictions will be mind boggling.
