Law enforcement agencies consider drug forfeiture money to be their personal slush fund that they can use for any ridiculous purpose without any justification. Personally I think drug forfeitures should go into the general fund, this removes the incentive for police departments to trample all over people's rights in pursuit of money. But that's besides the point. Your police chief spent money on something that's clearly political. That's a misappropriation of funds and illegal.
