Membership in the NRA is not a requirement to purchase through CMP. The requirements are:
1. You must be a US citizen. Resident aliens are not eligible.
2. You must be a member of an "affiliated club". The NRA is not an affiliated club, but most state and local clubs qualify. Many veteran's organizations such as VFW and American Legion also qualify.
2. Participation in marksmanship activity. This is generally interpreted as competition but the list is long and includes holding a concealed carry permit.
3. You must otherwise be eligible to purchase a firearm.
